Helping Orphaned Children during the Covid-19 epidemic paripatr



The Covid-19 epidemic has spread in the country since March 2020.  Both mothers and fathers of many children in the state have died during this period of the Corona epidemic.  The issue of providing financial assistance and other types of schemes to children orphaned by the death of their parents on priority basis was under active consideration of the Government.

At the end of adequate consideration, it is decided to implement the following scheme to assist such orphaned children during the period of Covid-19 epidemic.  The new scheme covering different sections called "Mukhya Mantri Bal Seva Yojana" to provide training, loans and assistance is therefore to be implemented subject to the following conditions: 

Eligibility:  The benefit of this scheme will be available to the children who have died in the meanwhile regardless of income limit.The benefit of this scheme will also be available to the re-orphaned child in case of death regardless of the income limit.  

The benefit of this scheme will also be available to the destitute child even if one of the parents dies before the corona period and the other parent dies during the corona period, regardless of the income limit.  The assistance available will be as follows.  

Social Justice and Empowerment Department 1) Assistance of Rs. 4000 / - per child per month (Rs. Four thousand in number completed) will be available till the child completes 18 years.  This assistance will be available from the month in which the child is orphaned.  

The benefit of the after care scheme of the state government will be available to the child who is continuing his studies even after completing 18 years till the age of 21 years without any income limit.  

 A young man / woman who has continued his / her recognized studies even after completing 21 years of age will be given benefits under After Care Scheme till the completion of studies or at the age of 24 years whichever is earlier.  

Certificate, Diploma, Undergraduate, Postgraduate courses of any stream recognized for the said Issue No.- (2) and (3) shall be considered eligible.  In addition, Skill Development Training provided by government approved standards will also be considered eligible.

The destitute children will be given admission in the Central / State Government run Kasturba Gandhi Balika Vidyalaya (for girls), residential schools, Samaras Hostels / Government Hostels, which give priority to the process as per the rules of that department.  

 During this period, destitute girls will be entitled to the benefit of Kunwarbai's Mameru scheme for their marriage without any income limit.  

Social Justice for the children of Scheduled Castes (SC), Socially and Educationally Backward Classes (SEBC), Nomadic Free Castes (NT / DNT) and Economically Backward Classes (EWS).

 Benefit of all schemes of all corporations under the Department of Social Justice Empowerment and Tribal Development will be given on priority basis to eligible children regardless of income limit.  

 Educational loan for study in the State as well as loan for study abroad will be given on priority basis by that department except considering the income limit.  Education Department (1) Orphans will be given the benefit of Mukhyamantri Yuva Swavalamban Yojana (MYSY) for higher education on priority basis irrespective of income limit.  

Department of Labor and Employment 1) Vocational training to children above 14 years and skill development training to children above 18 years will be given on priority basis.  

Department of Food, Civil Supplies and Consumer Affairs (2) Parents of orphans will be given benefits on priority basis under the National Food Security Act.

 Department of Health and Family Welfare 1) The benefit of Mukhyamantri Amrutam (MA) Card Scheme will be given to orphans on priority basis without any income limit. For full details read letter.
